Description:
This also affects the Mac build (though I guess they're ok since they haven't complained). Maybe add bug categories for printing and/or general config/build.

Here's what needs fixing (q&d, maybe there's a nicer way):

Reproduced on OpenBSD 7.9 with the cups-libs package: "checking for cups/cups.h... no", and Tk is silently built without CUPS support. With `cups-config --cflags` added to CUPS_CFLAGS, cups.h is found and Tk links with libcups.

Proposed fix in branch configure-cups-cflags. The OpenBSD port applies the same patch.
