Scroll menus that are taller than the screen on X11 (ticket [4e7fbe8b4a]).
The menu is limited to the screen height and gets scroll arrows at the top and bottom. Pointing at an arrow scrolls the menu continuously, and the mouse wheel scrolls it too.
