Fix [6f054bf319]: X11 with bidi: a string consisting only of U+FFFD hung text layout.
The X11 shaper dropped U+FFFD REPLACEMENT CHARACTER like the C0 and C1 control characters, so such a string produced no glyphs. Tk_MeasureChars() then measured nothing, and Tk_ComputeTextLayout() and the text widget looped forever, or used the width of a previously shaped string.
