These are the updated makefiles for building the help files under Windows. I apologize if the zip-file is inconvenient but it I couldn't get the system to include two files. Because Microsoft's Help Workshop is well-past end-of-life and difficult to obtain, I took the liberty of separating the code that builds the HTML files from those that build the CHM file. I think this more clearly shows the dependencies plus it provides the option of building the HTML docs and not the CHM.

This is the makefile for the Tcl project. It contains the fixes for building the CHM help file.
