Here are the steps I do:

   *   Roll the version numbers to the new release version
   *   Tag the head with "Release_X.Y.Z" where X is the major version, Y is the minor version and Z is patch number (e.g. Release_2.4.0)
   *   Add a Tech-note with the release notes (see https://www.fossil-scm.org/xfer/doc/trunk/www/event.wiki for details)
   *   Add a line to the Downloads wiki page pointing to the release notes and the tar ball and zip file links for the node you tagged with the Release_.X.Y.Z tag
   *   Post an announcement to c.l.t.
