Use the new "-p" option instead of setting CPPROG.
New "-S" necessitates using "STRIPPROG" for the install-strip target.
I don't think there should be any concern about extensions,
as mentioned in [cb458261c3aa62ca83da],
since TEA doesn't have an install-strip target.
Maybe TEA would benefit from having an install-strip target?
Tk would also have to be updated, and TEA as well, why not?
