Qualifiers are namespace names separated by \fB::\fRs.

this command returns \fB::foo::bar\fR,
and for \fB::\fR it returns \fB``''\fR (an empty string).
This command is the complement of the \fBnamespace tail\fR command.
Note that it does not check whether the
namespace names are, in fact,
the names of currently defined namespaces.

Returns the simple name at the end of a qualified string.
