Defines the standard for G1 rules (any, i.e. BNF and quantified)

• Multiple settings are possible.
• Usage is ordered.
• IOW each setting applies only to the rules coming after it in the grammar.

Allowed adverbs:

• action - Global parse action to perform. Specific actions can be declared at each rule.
• bless (Note: irrelevant to the Tcl binding. Usage causes a warning).

Note: Unspecified adverbs revert to the implicit default.

The implicit (and initial) default of action is "[values]".
